Suggestion: Add in a scroll shop to Soubar, Darkhold, Uruk Lurra, Nashkel, and Rockrun. Improve the ones at Candlekeep, BG, and Sshamath.

Add in all of the new custom and old arcane spell's scrolls to these merchants.

No, since those can be scribed.

So can other scrolls, and they are in shops. As are potions. Just because a player can create the item, doesn't mean that item can't be sold as well.

They could even be sold for the same amount of gold that they are made for, plus 1 or 2 thousand (to incentive getting it from other players, but making it an option to get it from NPCs. You know, in case a player isn't around during your time or at your location or in case your character isn't one that would talk to them).

Surely you can get someone to trade for you and get the scrolls you need, shops don't add much RP, let all those people who have scribe scrolls their toys. There are however a few scrolls that simply cannot be scribed due to the way they function and for those why not.
