Discussion - Anarchist prestige class

Since there has been some desire for another rogue prc I rolled with an idea and made this thread for input on what you all would want to see in a supposed Anarchist PRC.
Yes, V for Vendetta was on my mind.
What should the prerequisites be?
Troublemaker background feat?
Chaotic alignment only?
What feats and other bonuses should it reap?
Extra damage from using flasks and bombs?
Bonus to hide and move silently?
Share feats with Master of Disguise?
Two weapon feats?
Does it offer spell progression to any other class?
Thinking maybe Assassin here, but what is your opinion?
