Is it possible to get a familiar not available to other wizards? Aurora really wants a wisp as a familiar for instance. I know custom and unique weapons and armor are handed out on occasion.

Nope.

Familiars take time to add from what Valefort has posted previously. BGTSCC has never done custom feats for specific players that I'm aware of and I imagine that will not begin now. If a time-consuming familiar is added, I'm sure everyone will get to enjoy them.

One of the Devs might consider adding wisp to the Improved Familiar list, though, so that's probably a better angle of approach to get a positive resolution to your request. Requests that tend towards the many are more likely to get taken on than requests tendered for the benefit of an individual.

If a new familair is added it will be added for everyone.

The above is probably the best route for this. If a dev works on something like this, it'll probably be open to everyone who takes the "improved familiar" feat. That way the effort pays off for multiple players (your character may not be the only one who'd like a wisp familiar, after all!).
