Web kills haste (and worse) until rest

In the forest for example spiders cast a web. And if you have haste or battletide (gives haste too?), your movement speed gets decreased. I tried to recast such a haste-like spell several times, but the effect stays, even minutes and maps later, I walk or run slower than hasted. I tried restore, but nothing helps. The only thing that seems to help is resting. Which you cant always!

Now, today, my movement speed was even decreased to like 30% of what is normal, even with all those spells recast. Again, the only thing that helped was waiting till i could rest.

Whats up with this, as it happened several times to me now on several toons?
