Dangerous docks district or Roaring Shore

when i played in Cear/Dasaria, there was a city that had areas where ruffians and thieves would spawn. Be kind of cool if a "docks/slum district of BG, or maybe Roaring Shore had some similar areas.
to be clear, it wasn't a dungeon, it had shops, bars, etc, its just some of the back alleys spawned baddies.

Think it is a cool idea if there was a once in a reset spawn (Like the Trade Way bandits or doppelgangers) that had a low chance of spawning in dark alleys of BG docks and roaringshore. Have to be low level encounter though so low levels can handle it too and maybe warning signs at transition points.

Would have to be in an area away from the Guards or their weapon scripts would jail the player. I imagine a script around that would be difficult.

it would be a different area, slums or docks, where crime is high, the fist is bought off, and the thieves guild is effectively in charge. This would be where slitz, and the merchants below the blushing mermaid would be. Also, maybe one of the groups of sailors from capt calico flints quest, and perhaps a low level quest for sneakers, (so they could sneak past the ruffians, while other non sneakers would have to fight / die). basically an area where sneakers of levels 3+ could sneak around with ease, but others could be the victims of muggings. of course there would also be the thieves guild hall, where maybe you could by the boots and cloaks with +5 hide and ms gear (the one with no armor bonuses, currently called boots and cloaks of elvenkind), and belts of stealth ( +2 hide/ ms).
this district could also have a gambling den, and the fighting/betting arena discussed in another thread. non sneakers would be accosted by the fist or crooked city watch, and threatened with jail for trying to go to an illegal fight ring... ...unless they paid a bit of coin, of course.
and of course, it would have lots of sneaky backstabbers, who backstab. again, the idea would be to make it kind of sfaer for rogue types who could sneak around and avoid the muggers etc.
would also be cool, if possible, you didnt get killed there, just mugged, so if you die, no xp penalty or fugue, just a loss of level x 100 gold. But that may be beyond technical feasability.

Sorry, but the Docks district is not a free for all and the Thieves Guild, if anything ensures that armed robbery and such is minimal. By no means am I saying we are altruistic bunch, but we also do not advocate for Chaos in the streets. Blood is bad for business, after all.

Lore-wise, Baldur's Gate is one of the proportionally least crime-ridden cities along the Sword Coast, probably due to the Flaming Fist's presence and their succession of capable leaders. But if the Fist were to ever be banished, or suffer some sort of internal rot, who could say.

not the harbor district, the docks disrict or one of the slums. I read the harbor district has more law to it.
Its like downtown seattle. Ive spent the night down there after missing a ferry. No big deal. However, there are areas past downtown, lke Beltown, that Ive walked through at 3 am, and that was freaky. it was foggy, and full of people either shuffling around like zombies, or people shadowing me.
and iirc, in the bg games, the fist was not exactly clean.
