Item Bonus Feats unlock Greater versions available on level

If wearing an item with a Tier 1 Feat at level up.
Does this allow choosing the Tier 2 feat during the level up process if all other requirements are met?

Example:
Character A wearing Gloves that give Spell Penetration feat.
On level up, does this then allow the character to choose the Greater Spell Penetration feat?

If so, then the Greater Spell Pen feat is only 'active' on the character if the Gloves are being worn that give the Spell Pen feat?

Nope that is not possible. If you want Greater Spell Penetration you need take Spell Penetration first on level up, i.e.

Was a curious question that popped into my mind as i see alot of items out there with what i'd call "build important" or even "build critical" feats.

But if people were to get these items which match their builds, along with their bonus feats, more often than not, they'd have taken those feats during one of their many levels anyway.

Which then lead me to another question... are these items even worth considering at all?

That depends entirely what build it is and what item. Sometimes when player founds an epic item they roll a toon that uses that item particular or do a RCR so they can choose different feat than what the item has. I.E you are a rogue who uses feint and has a epic item that has feint feat. The you use that item, which you would use anyway, and choose some other feat instead of feint on level up. Now you are more poweful.

Of course that item is worth considering. You just have to find or aquire it first.

Getting a feat from an item will not qualify you for a PRC or other feat, you actually have to take the feat on level up. That is why the few items that grant feats we have are generally the lower tier feats. Still some nice items, but they should not be factored in as a way to get a 'free' feat for the purposes of building your character.

For example: as a crossbowman, a lot of crossbows offer "rapid reload" such like heavy crossbow: "Longshot". It's fine because you need just the feat to add attacks per round and unlock rapid shot mode, nothing further. If you decide to use such crossbows as your primary weapon, you can save the feat in character building.

Also I know another crossbow offers "rapid shot". Then you need to re-check your build. If you plan to aquire manyshot and improved rapid shot, the crossbow can't save anything for you. If you need just rapid shot and will place your feats to some other place (such like adding sneak attack dice), then proberly you can save 2 feat by the crossbow (point blank shot and rapid shot).

rellis belt of mischief offer feint. feint takes a few feats to reach, if you dont want dodge and combat expertise, but want feint, it would help open the door to a lot of builds.

there are a couple other ways to get feint wothout pre-reqs, but require cleric domain or guild thief.
