Baldur's Gate : The Sword Coast Chronicles : NWN2 Persistent World

Today I took my character into the Beregost Town Hall building, to speak with the NPCs there, which was where I remembered one goes to purchase an Amnian Magic License.

However, inside, all the NPCs say to go to the Beregost City Hall building, in order to purchase this license?

Town Hall? City Hall? Is that correct, even? Don't remember there being two locations, and thus, the Town Hall does not or no longer issues a license.

Don't want to get sent to jail here!!!!

Just tested this and I was still able to buy one, so you may just be talking to the wrong NPC.

The one you want is "Quartermaster Montes of the Amn Guard" inside of the town hall. When you talk to him if you choose "I want to buy a magic license" (4) then you can pay 1000 gold to get one.

Weird! I talked to him twice, and he gave me the exact same NPC dialogue as the Roberto NPC!!

And thus, no option to purchase one!

I saw no 4 option.

I'll try with another Character.

If that's the guy you talked to there may be some conditional in his dialogue that's preventing it. I'll give it a look later and see if I can figure out why.

Tried it on a 2nd toon, and I got the 4th option, and bought a license.

Went back and tried it on Caed, and again, there was no forth option.

I guess this is how you all treat Gishes in Amn territories, eh?!?!

In all seriousness it sounds like you've confirmed there's some kind of conditional on the dialogue check, so I'll just remove it for the next update (or at the very least figure out why your first character can't buy one and determine if it's for some justified reason that I'm just not aware of!).

Looked into this issue and the plot thickens.

The only conditional I see on the dialogue is to check that you don't already have one in your inventory.

Are you 100% certain you don't have a license already in this character's backpack and you've just forgotten you bought it? Either way, since there's no logical reason to stop a player from purchasing two I've removed the conditional, so in the next update let me know if it's still not working.

Did a previous iteration of Caed using the same spelling have one?
