Yes, and AFAIK, yes.
However, treat it as an impermanent reprepresentation. If you enter a house and someone already claimed it, treat it as if it was theirs etc.
This is based on interactions I saw and has no staff backing.

Players have been claiming to live in interiors for some time. The key is that they are only a representation of any house within the district. So if you find someone RPing in it just move to a different one for the time being.

For RP, yes, houses exist (and some are potent sources of loot for level 1 rogues!)
As for 'claiming' them, I feel this is bad form as they're not technically any particular person's residence, although certain folk can and have RPed 'their' house to be a certain one or other.
Server prolly needs its own Private Interiors map for ppl to buy/own their own residences, and not just in BG, which can be bought from governments for sums of gold and/or deeds.
When those players quit/retire/move on, the residences can then be auctioned off or passed on via RP.

There are a small amount of empty interior spaces, yes, so the likelihood of having to share is pretty high. For instance, for a long time Max and Wren and Derik and Lannia were sharing the same apartment. We decided they lived in the same block of townhouses, and we would poke one another to ensure the other wasn't already in residence or planning to use the space.
I would adore purchaseable "homes". I know it's been discussed before.

Actually... it could work.
Just generic identical 1..4 tiled interiors on the same map.
Sigil used to have purchaseable houses system. The house served as means of spending gold (it , and people could desing their own interiors. Over time, however, it resulted in large number of abandoned properties.

There's one next to the Sword Coast Commercial Exchange. Another on the right just before the docks. There's another as you head to the new shops area in BG East, it sits inside a nook of houses. These are all in BG East. You could just run around and open doors too, I suppose.

Aspect of Sorrow was looking at player housing at one point, and it is on the development radar. Currently it's still mostly in the discussion stage, though (as in, "do we want to do this?"), so no ETA on release or anything like that.

I'd love to have instanced home zones where other players could only enter upon player invite (also only purchased with a large amount of in game gold). Almost like a small instanced zone, per player, also with perma-chests that would solve a majority of the in game storage problems to an extent.
This mechanic operated well in "The Realm", one of the first (and best) graphics based MMORPGS. Prolly showing my age, but whateves. This game also implemented that when you died, monsters were able to loot your corpse for one (and only one) of your characters actively equipped items. Note: Alot of the best items at the time were only and ONLY craftable by players. If said monster was slain, it was also lootable by whoever slayed that monster.
If the server ever implements a 'feign death' ability, well......you think you have complaint problems now
Awesome mechanic, though difficult to implement with frequent server crashes and such high perma-death/resurrection debate at this time.
