What deities are available for a neutral evil ranger archer?

The obvious choice would be malar, except that "never kill from distance" part of the dogma which shots the whole thing down.

I also contemplated silvanus, except that his dogma is hard to approach from evil angle.

That leaves elemental lords and auril. ... well, there's also talos, but it would be nice to have someone less crazy as a patron.

Is there anything else?

Suggestion of favored enemies would be great as well. though I'm more interested in deities.

Rangers are not enforced to pick "nature/druid" deities on this server. You can pick Bhaal,Bane and so on...

I like for the surface as FVE: Undead,Monstrous Humanoids,Giants,Outsider,Dragons...

As already pointed out, any deity that allows for one-step evil.

However, I wanted to point out some cool (one of them literally) nature deities that one might choose:

Auril. If you also put some elemental archer in there and get cold arrows, you've got some flavour to it.

Kossuth and maybe Talos (or Akadi) also work.

But! Cooler! Talona! And get some poison arrows somewhere! Awesome!

Akadi. Wind itself is incredibly destructive and not to be underestimated as a natural force. It also makes sense to pray to Akadi to deliver your implements of destruction. Breath is life and precious and not all are worthy of having it -- you decide who.
