Epic spell: Dragon knight. Bug?

Hi, I'm testing a build in JEGs Training module: Wiz5, Arcane Scholar 10, Thaumaturge 5, Archmage 10. I want to take the epic spell Dragon Knight, all requirements met but i found some strange thing. This spell can be taken only if a wizard is taken, others classes haven't it on the list. Is this normal or is it a bug?

well it is not all epic spell that cant be taking like a epic heal spell cant be take bya sorcerer but a bard can pick it right?
