I've witnessed this today.

I walk around the city and hear a "drow commoner" npc say "......"

Nearby npc wizard starts walking to the commoner, begin casting something that looked awful lot like enervation... she gets zapped by Mythal and disappears.


The commoner says "Which reminds me ... I need to do some shoppping".


I walk closer check him out, he's not DM possessed.

IS that.... a scripted sequence that is supposed to happen.?

P.S. I actually recorded this.

I encountered that often in the past to.

Seems scripted.

A reminder of the mythal and what should happen if you cast hostile magic in the city.

I think Ras scripted a whole lot of 'random activity' to give the place realism in the big Sshamath update 2015?...2016? Cool eh!

It is, there's a bunch of possible behaviors too !
