I need a paladin build.
It can't be too reliant on smites, it has to be primarily paladin, and swords are the preferable weapon (greatsword or sword and board).
It has to be soloable 1-30.
Are there any paladin builds like this?

lots... paladin 30 had many ways to be powerful.
Cavalier makes a great shield bashing paladin, divinate is fantastic for long term buff spells, and crusader makes a good pick for a great sword with permanent holy sword.
And of course with no kit a Paladin does well built for EDM or max charisma (smites, turn undead/ outsider, still good use of DM and fantastic AC from divine shield).
What type moist interests you?

There is the high charisma paladin, which uses regular Divine Might and Shield feats, and throws out those 270+ damage Great Smites. It can reach AB of 40+ with paladin buffs, which works just fine with regular Divine Might. I would recomment at least 14 STR, 14 WIS, and 16 CHA at character creation.
There is the high strength paladin, which is basically a high strength monstrocity with slightly higher wisdom investment. The higher your strength, the better off you are as strength increases both your AB and damage. I would recommend at least 16 STR, and 14 WIS at character creation.
Then there is the Epic Divine Might paladin, which is the middle ground between the two. You raise both STR and CHA to have at least 21 in both in order to qualify for Epic Divine Might. I would recommend at least 16 STR, 14 WIS, and 16 CHA at character creation.
As a Paladin, a large portion of your strength comes from your spell book, as you have spells that grant +5 Shield AC, +5 EB on a weapon, Extra Damage, and a total of +8 to both STR and CHA. You can make do with less wisdom on all three builds, you could just have 11 WIS, but it makes you dependant on +3 wisdom item to cast your 4th level spells. While 18 WIS allows you to have one extra spell slot per spell level.
You can adjust each of these three templates to have slight more personalized Paladin. For example you could go for a ranged Paladin, or make use of the Kits, or perhaps consider one of the Divine PRCs such as Hospitaler, War Priest, or Dragon Slayer.
Additionally, different deities have different types of paladins. For example, paladins of Tyr, Ilmater,
Chauntea, and
Sune all have different interests that you could promote by investing on the relevant Lore skills.

Do Paladins gets dispelled a lot with that 27 CL? Will Practiced Spellcaster help?
I was thinking of a paladin who goes for redeeming enemies instead of killing when possible, protecting the innocent over smiting evil, lead by example instead of policing, act as a confidante and guide instead of the commanding holy warrior. What deity is good for that?

A level 30 Paladin will have the caster level of 30 on the server. But if you multiclass, then yeah, Practised Spell Caster will help with caster levels. In otherwords, a level 30 Paladin is immune to Greater Dispels.

Lathander perhaps, but I partially feel that
Siamorphe could be a far better match.
Hmn... Ilmater's
Order of the Gold Cup, might be what you seek too. Another is Red Knight's
Order of the Red Falcon.

Paladin of Sune fits the bill as a confidante quite nicely, and there's already a few of those associated with the Halls of Inner Light so you've already got RP avenues available there.

Ilmatari focus on healing, mercy, and redemption. They're a pretty good choice for a less smitey paladin, for sure. (I'm playing one right now - half-orc paladin of Ilmater.)

You've taken Divine Might on a level you cannot take it, and you have feats you cannot have on this server. Cleave is a pointless feat, you would get more mileage out of Monkey Grip.
We have
Greater Heavy Armor Optimization,
Heavy Armor Optimization, and
Armor Specialization (Heavy) on the server. Not the rest, I think.

I like Paladin18/Fighter12. This works basically like any odd fighter12 build, with the added bonus of paladin spells. The CL will obviously be relatively low, but again - they are bonuses here.
Apart from that, paladin30 is perfectly fine. EDM, Smite build or pure strength all work well.
Dipping anointed knight4 is also a great idea. Monk6 has also been a fairly common dip.

ok so this sounds like a fun build concept and could envision a Pa26/Bard4. go cha build for those huge convo bonuses. plus you and your inspired companions get a +1 TH/D on top of your aura of courage/glory. this will also mean you will be a turner/smiter but that is a good thing. you will be limited to human or aasimar unless you are ok with a xp penalty. bard spells can be picked for RP purposes as they will mostly be ineffective in combat.

Bard can't be lawful, though!
Sounds more like specifically a Lathanderite or Ilmatari.
