Thieves picks

I thought there was a store that sold thieves tools but I cannot remember which one. If there is could someone point me in the correct direction. Thanks

+12 picks can be bought in Beregost now. There is Perch in the Docks district but he is in secret place.....Also Tommy Shackles may have some in the basement of the Blushing Mermaid.

Tried shackles and I'm not looking for the 12 ones.. I'll try perch. I know where he is. Thanks for reminding me.
