Can you make a programmed image walk like a familiar does? If so, how do you do it?

Not as a familiar, but you can time holding it's position and it following you if crafty enough.

Yes you can. Voice command to 'Search for Secrets' (VDE). As long as you're not an elf it will enter search mode and thus move at walk speed. Works great if its trailing you while you're invisible.
Just ask Sir Anthem Arnmeiger.
You can use the same trick to make packhorses & general summons to follow you at a walk as well.

You can't.
You can make it dance, bow, sit, but you can't make it go wherever you want.
If you want it to walk instead of running, then indeed, either command it to go into search mode or into sneak mode.

I read it as controlling where the NPC can go as a familiar (possession, etc). Otherwise you can use the behavior tab in the PI's examine.
