3 levels @ 20 rule question

Curious to know if there's a ruling regarding the three levels by level 20 rule for adding a base class after level 20. I'm interested in taking paladin levels for my main but I want to hold off until after Dragon Disciple level 8 (this is the level that grants bonus intelligence) to maximize my skill points. The earliest level DD 8 can be taken is 18.

It's forbidden. You need to have three lvls of all your classes by lvl 20.

18/19/20 work for the first 3 levels however.

I assume your build is something like a: Sorcerer 6/Arcane Scholar 10/Dragon Disciple 10/Paladin 4. I am afraid but I guess you just have to delay your 8th Dragon Disciple to level 21, and 4th Paladin level to 23 to pick Divine Shield or Might.

But how would DMs even know if someone is breaking this rule?

Is there some kind of script that lets them know when some character hits 21st level?
