Search and Rescue Quest - can't complete

Is there a way to cancel active quests? The search and rescue quest has bugged on me. It shows that I have completed all the tasks in my journal and I should be able to return to the quest giver. when I go to the quest giver, they do not complete the quest for me.

I think I lost the item I was to collect. I went back to get the item again but it won't give it to me. I have waited for all quests to reset hoping that would solve it but that did not.

Is there a way for me to restart this quest or cancel it?
