Favored Enemies from Multiple Classes

One of my twerps has 4 favored enemies from being 6 Hunter and 3 Cavestalker, yet he only gets 2 bonus damage. Why? I've been double checking the math, it's pretty easy to calculate by looking at the minimum damage.
