Low Strength Characters and Healing

So, one of my characters has low strength (well, 14 - but as a halfling that is still rather punishing!) - and as a result, can't carry around a ton of healing kits.
What are the the best out-of-combat options for cost-efficient healing? In combat?
The character has full UMD if that makes a difference.
Any help much appreciated.

Scrolls of cure critical wounds work okay.

Stack of Heal Potions, I guess, bought with max Appraise skill, combined with regeneration from Cloak of Stalker.
But on my low strength characters, I have always been able to carry one or two full stacks of healing kits. It does put constraints on what else you can carry out of a dungeon, but it just means that you just do dungeons one at a time.

Out-of-Combat, there's potions of Vigor and/or Refreshing Water (the latter is bought from Farmer Thom!). They're fairly cheap, though, so they'll get your HP ticking along just fine, esp. when stacked with a regen cloak. Other similar options (albeit pricey investment) are things like Pearly White Ioun Stones & Spoon of Sustenance which give Vigor 2 or 3 uses per day. The former can be bought from the Thayan Enclave; the latter from the epic vendor in Beregost I think.
In-combat, Wand of Cure Serious Wounds is okay for a one-time investment (And better than Wand of Cure Critical; Cure Serious is 3d8+15 whereas Cure Critical is 4d8+7). 1 lb. for 50 charges of that, and you can use it on your allies too. Scrolls of Heal can also be a good option. You can get those from Halbazzer Drin for about ~800 ea., and they come with the added advantage that you can use them on your allies in a pinch as well.

I'm maxing appraise, so that's good.
Investing in those Vigor items sounds like a good idea, so will certainly do that.
How much does a Cure Serious Wound wand cost to make and recharge? I couldn't see it in the wandmakers' threads.
Where is this Halbazzer Drin fellow based?

For low level characters on the surface it would be best to collect 9k gold (less with appraisal skill) and purchase a regeneration cloak. As for the UD, they don't have access to these cloaks, but on the other hand they have extremely cheap vigor potions unavailable for surfacers.

UD has access to regen cloaks just the same as surface.

In the UD. The merchant store next to the clay golom I think has the regen cloaks. Same price. +1 regen is good for any toon anytime.

wand of cure crit is the most cost effective for low str toons, x50 crit heals for 1 lb of weight, fairly cheap per charge compared to nine lives as pointed out already
my hin carries both, ring for combat situations where i might not actually want to just leave and cure crit for out of combat

Those rings (and other items with limited use charges) are rechargeable on the wand recharger?

It largely depends on your character and fighting style.
My melee, non-caster Drow is mid-epic now (started from lvl 2), has zero deaths so far and only carries Potions of Heal, which he uses extremely rarely. With high AC and vampiric weapons, you basically never need to heal between rests (you usually rest after a particularly big no save trap).
Wizards can use spells like metamagicked False Life and Greater Heroism to create an HP buffer, and replenish it with metamagicked Vampiric Touch when needed, for instance. Rarely ever need a rest.
Rogues and other squishy stealth types carry kits for stealth healing, although not many (too heavy). Wands are a nice filler, especially for events, as mentioned. But a Rogue with, say, 11 attacks, and Vampiric Regen 3 weapons, rarely ever needs healing (never with Epic Dodge).
With that said, healing in combat is extremely inefficient in NWN2 (not very effective, remarkably slow, very costly). Damage prevention is far superior, strategically speaking.

I'd love a good vampiric weapon, but not wealthy enough for such yet.
When using vampiric, are you okay forgoing 4EB? Or are you using GMW wands? But don't they get dispelled?

I have a +4 EB vampiric weapon.
