Gloves of the Balanced Hand

Decided to sink 800,000 gold into the NPC merchant to test this item out as Two-Weapon Defense & Fighting on an STR fighter could be rather handy. Unfortunately, the gloves only seem to grant Two-Weapon Defense as Two-Weapon Fighting wouldn't appear on my feat list. I tried equipping two weapons while wearing the gloves to no effect. I even managed to mule it over to another character to see if maybe it was some kind of PC issue, but I didn't have any luck that way either.
