Don't know how well I may be able to answer this question(s?), but since I'm awaiting for an in-game gear appearance changer to be functional before rejoining (with an option that won't be tossing more mud into the potential mire-of-a-backlog caused by the gracious martyrdom of DM Ghost's recent posts), I've got some time. As long as pen-and-paper rules are on the table, I'll give it the good ol' "college try".

A 'Crystal Ball' is no separate spell, feat, or class ability that I could find by any (albeit brief) exploration of D&D 3.0-3.5 rules as far as my faulty memory goes (and if Pathfinder rules were on the table to begin with, I don't think I'd be seeing any wildshape/shapeshift power balance concerns among the more recent posts), so I would have to resort to how I have used such an item as a dirtbag utility-caster Diviner wizard in a D&D game from about a decade ago. Technically speaking, the item I am thinking of is an 'orb'. In my experience, all Crystal Balls I have encountered could be classified as 'orb's. They are round, circular, spherical, and would maintain the minimal surface tension if polymorphed to a liquid form and then exposed to a multi-directional assault from competing Reverse Gravity spells. I do not believe you are wrong in this regard.

Tossing all of that aside, D&D crystal balls are a magical item that may be used as a scrying device. They are a variable-cost item with additional affects and effects applied to using the Scry spell utilizing them. From my past experience of about a year ago, neither were privy to common drop-tables. As such, the following two webpages would explain their effects about as succinctly as I could summarize:
http://www.dandwiki.com/wiki/SRD:Crystal_Ball
http://www.dandwiki.com/wiki/SRD:Scrying
To note, they do not require any skill check, but the target would require a saving throw. This is considering D&D 3.5 rules. From what I vaguely remember of the original 3rd edition D&D rules, there was a separate scrying skill, but it was abandoned long before NWN2 rolled around. (Once again, potentially faulty memory).

To finalize on my response, I would give a fair warning (relating to personal former DMing, though certainly not of this server) regarding roleplay surrounding an item that you did not acquire through in-game drop-tables and not offered through DM fiat (considering this question was not aimed as a specific DM in question, whom I imagine may have provided specific use requirements were that the case). There are quite a few "common" D&D magic items which cause complications when introduced in to the hard-coded world of NWN2 (i.e. Bags of Holding, Portable Holes, results from Mord's Magnificent Mansion, etc.), so unless directly addressed otherwise, do not assume any abilities not provided by in-game assets. Likewise, while you may have a ball of crystal, it may not necessarily be a "Crystal Ball", as far as Wondrous Items permit. One may be a common stage prop for a dishonest scoundel, and the other a potentially unique magical artifact, as far as a storyline woven by a DM may lean.
