100% RCR period

I remember the last year there was a month of free rcr (october if I am not mistaken). Is there another event like this this year, and if not — why?

As Valefort indicates, we only offer those when we introduce a big change to the server that negatively impacts a significant number of existing character builds. They're not tied to a yearly cycle or anything.
