Bard for inspire competency, cross-classed into a class with survival ranks, using able learner, and all of the +survival feats.
Bonus points for max bluff, a bottle in his hand, and wearing the beer-belly clothing.

Not exactly sure what else is rolled in the background, but I guess first and foremost you need survival. A ranger probably, or druid.... and maybe get some bard into the mix for skill buffs like inspire competence and heroism.

Not sure if it goes on base ranks (where bard would do nothing), or active ranks (where you'd actually want to max inspire competence).
I believe it is active ranks, which is why they offer a +5 survival fishing hat.
Bard 27/Any Survival Class 3 would be best, as the inspiration does +8 at that point.
Dang bards are good at everything.

Max +8 but you would need to instead go Bard27 or 26 and splash the class that grants survival. As a skill monkey nobody can get a higher skill overall than a Bard with inspire competence. My merchant PC is a bard because of this.

Barbarian 3/Bard 27 should make the best fishing build because of Greater Heroism granting the bard +4 in all skills, and Bard 27's Inspire Competence giving you extra +8 in all skills.
However, you should not underestimate a wisdom based Druid or Spirit Shaman.
For example, the Owl's Insight spell gives +12 to wisdom on an already high wisdom based build. That buffed up wisdom ability score of 40+ basically gives our Druid or Shaman at least +15 to their survival skill. Not to mention that
Commune with Nature gives Druids and Spirit Shamans (Rangers too) a +8 skill bonus with their Survival skill.
Thus a wisdom based Bard 27/Barbarian 3 could get:
33 (Base Skill)
+ 13 (Wisdom modifier, Aasimar with starting wisdom of 20, +7 Ability Increases, +5 Great Wisdom Feats, and +4 from Owl's Wisdom = Wisdom of 36)
+ 4 (Greater Heroism)
+ 8 (Inspire Competence)
= 58
While a wisdom based Druid 30 sits at:
33 (Base Skill)
+ 17 (Wisdom modifier, Aasimar with starting wisdom of 20, +7 Ability Increases, +5 Great Wisdom Feats, and +12 from Owl's Insight = Wisdom of 44)
+ 8 (Inspire Competence)
= 58
And here is the thing, if you want, you can actually purchase potions of Greater Heroism and that puts our wisdom based Druid at 62 Survival before any skill bonuses from items are even considered.
I actually had a wisdom based Spirit Shaman 20/Hospitaler 10 with maxed out Survival skill and some 'Survival' equipment before these fishing mechanics were even added in. I think I had something like a 50% chance of getting fish even on a bad spot, and I used to know where the good spots were.
But yeah, the above character really ruined fishing for me. He just got fish like it was nothing, and it kind of ruined fishing with any other character for me.
The fishing system was changed since then... But yeah.

Druid, definitely. Use any old caster druid with max wisdom. You can even go human, though Aasimar would push out 1 more via its +2 WIS.
33 (Base Ranks)
10 (30 WIS - Human: 18 Start, 7 from level ups, and 5 from epic ability mods. This saves room for dragon form and an epic spell focus (conjuration, please!))
6 (Owl's Insight)
8 (Commune with Nature)
3 (Skill Focus)
2 (Nature Sense)
=62 from WIS and Class Bonuses+Spells
Then, you can add gear. IIRC, seven suns has. . .
Chest, Helmet, Boots, Belt, and Cloak. Each with +2 Survival.
That adds up to +10 Extra
So, with that subpar gear, you'd have 72 survival. The epic Wide merchant has a cloak with +4. Replace the seven suns cloak with that, and you'd have 2 more. So, 74 survival there. And if you went Aasimar instead of human, you'd have 75!

Just go druid, to be honest. Commune with Nature gets you a bunch of survival on top of the already insanely high survival skill you will have from ranks, wisdom and items. Should be easy enough to reach cap.

Wisdom based Ranger is also something to consider and might make sense rp wise as there is a "hunter" class for them too. And they got to commune with nature and all that jazz.
And you can have a bear/dog thing you can pretend is helping you fish!
Hope you can choose favoured enemy as fish or sharks or some crap too. Would be awesome..
