Favored of Tymora or bugged?

Not sure if the loot list is supposed to be working like this but I had a level 1 PC get Mithril Full Plate from a gold-named skeleton at the BG graveyard and another PC of mine picked up a Dusty Tome in the bear cave between BG and FAI.
