A PvP Rule Clarification

Would running up to a player and buffing/healing out of whim be consent to PvP according to this rule?

I know that if someone asks and you agree to the act, it would likely be bad form to PvP someone. But there are a lot of people just running up to others and healing/random buffing people. Since a majority of these spells are touch spells, wouldn't that be considering touching a person who might not wish to be touched?

Anyway, I was wondering what DMs think of this.

Yes, it is grounds for it although they'll probably complain about it, you would be in the right to attack them. Who knows what these spells will do to you?

Dude. Awesome. I occasionally do this, with a buff or two, from concealment. This will make for some great RP.

Yes, it's perfectly legal and the perfect way to get that first flurry in. A lot of people will whine, but take comfort in the fact that you are in the right.
