You need at least Survival skill of 2 to cook meat. Without it, your only option is to burn things with campfires you make.

There isn't a topic on survival and food crafting because all that exists in-game is the ability to harvest meat from various animals and then cook it on a campfire (apparently this requires a minimum survival score of 2) in addition to some 'clickies' about the game world where you can harvest things depending on the skill check: either craft alchemy or survival.
