Looking at the update log, I see the following new spells mentioned:
All of those new spells are available for selection as normal, so I assume the "empty" spells are just extra bugged entries. I have not selected them for testing, but maybe I will roll up a new test toon just to see.Corrosive grasp, Horzikaul's cough, Launch bolt, launch stone, Nyborn's reproof.

Should be
level 0 : snilloc's snowball
level 4 : elemental shield : cold
level 8 : Flensing (nasty)
level 9 : sphere of ultimate destruction
Find out their characteristics on your own

It looks to me like some spell just had its TLK information deleted (or is referencing the wrong TLK entry).

Made a test character to pick those spells. Indeed, they do nothing.
