Silly question, but was it a specific vendor? I'm guessing you checked other items and they could sell fine at the vendor you were at?
I've noticed some vendors won't buy anything.

This was dropped loot.
All other items sold just fine at that vendor.

mmm... I've seen similar episodes with some minor enchanted shurikens, valued at 0, not cursed or anything. Some vendors will buy them though, had to shop around till i found one.
But yeh, someone with toolkit access will be able to verify what flags are on that item. Could be as simple as that.

Shuriken, darts and throwing axes even with enchantments don't appear to be valued much at all.

no its bc the staff of power is flagged as a stolen item so vendors wont take it
