It's still calculated as:
Caster: 1d20 + Cl (Possibly capped)
Target: 11 + Character Level

The formula wasn't changed, only the respective CL caps of the dispelling spells were raised, see wiki !

And also, Dispel Cl = actual Cl of the spell, not HD.
