Imp. Saving Throws not stacking with Universal Saves Bonus?

Today I put on my PC a ring with Improved Saving Throws: Reflex +2 and another ring with Improved Saving Throws: Universal +2, and the Reflex Saves only increased by +2, where I'm assuming it should be by +4.

However...if I use, in combination, the ring with Improved Saving Throws: Reflex +2 with a Belt of Agility (granting Improved Saving Throws: Reflex +2), I see a +4 Reflex save bump.

So, it seems that Rings will not stack Saving Throws, even if they are NOT the same exact Type? Maybe I remember reading something on the Forum recently about this...a little the same, a little different? Help!

It's normal. As your ring universal saving throws +2 already give you that +2 to reflex.
I've you had a ring with +2 saves and +3 reflex , you would get one additional reflex.

Rings do not stack saving throws. It only applies the highest value from each one. All other items stack.

Is there some basis behind it, or just how it was coded in vanilla NWN2?

Yep, it's just an engine thing. It's not something we're intentionally limiting for BG, for some reason in NWN2 the properties on two rings won't stack together, it will instead opt to give you only the result of the higher.

As far as whether or not there was any logic behind it, I'd speculate none at all and it's just one of the many oversights by Obsidian.
