So do only evil characters cast Inspire Frenzy on his allies?

No really, how is inspire frenzy helpful? It is detrimental for most builds:
Most builds either have some strength items already (the +6 is negligible) or already using barbarian rage. Many builds are already getting extra attack from other sources and this doesn's stack. Many builds are casters and don't need those buffs.
During the frenzy, won't the -4 AC create automatic hits for many builds? And after the frenzy, you provide a short debuff to your friends so that they go slower and lose strength and dex...
If I wanted to punk my friends and allies, I would inspire frenzy at the most inopportune times - when they are bleeding out or being swarmed by enemies...etc
Is there a point to this ability?
The DEVs greatly enhanced the barbarian rages - why not do something similar with Frenzied Beserker?
