Description says it's +1 dodge bonus to AC against attacks from current target OR last attacker, so this bonus applies only against one target at a moment?
Also, is it applied before or after hit?

Yes one only and before. But dodge ac can be negated under certain conditions.

So, if i get it right, once you hit or enemy hits you, the dodge feat bonus applies against one target and won't change it until the fight ends?

It’s applied to whatever your current target is (or the last attacker if you have no current target). You don’t have to hit them just have them selected as your target.
