I was wondering what the thought process is behind having greater scrying locked behind the planning domain for clerics. It is not something supported by D&D rulings, where they get to use the spell regardless of domains. Would changing this be feasible? The planning domain is already one of the strongest domains out there, it could use a slight nerf in my opinion. Whether that be simple removal of the spell or moving it down a few spell levels for the domain, in conjunction with making it a general spell.

Greater Scrying is just a fluff spell that, mechanically, doesn't do a whole lot. Outside of DM Events, the real power that the domain gives you is Premonition and maybe Battle Precognition.

Honestly, I don't really see anything overpowered here. You don't even get any useful level 1 trait.

Rather than a tool used for grinding or any other non-DM involved events, I'm guessing the problem is more of the sort that it's expected for a cleric to have access to such an ability for RP reasons, and a representation of it isn't provided IG. Not a balance issue, but more of a lore issue when involved in an event and a DM expects you to have a requisite spell prepared to actually use it. By D&D 3.5, it' is a level 7 Cleric spell.

I may have worded that a bit badly, sorry. What I meant to point out was that the planning domain is among the better options, mostly due to premonition as Ravial stated. Allowing it sole access to greater scrying offers some extra flair that shouldn't be there, when considering D&D material.

In hindsight, I think Svabodnik hit the nail on the head by declaring this more of a lore issue however.

Although, any changes would need some minor mechanical adjustments to the planning domain for obvious reasons.
