I somehow have both stages of this quest in my journal stating i need to gather the coast cave troll hides and the trollclaw hides, when i handed in said hides all the box gave me was gold, no quest complete prompt.

I think i might have glitched out because i had the first step in my log for so long without completing it, then picked up the second step?

Works as designed - That quest doesn't give xp nor does it ever finish - it's just a way to earn some gold.

you never get an exp award for the first hand in of either?

Yes, was always gold only.
But you can bring him hundreds of hides and get filthy rich
