i have power attack,

when i toggle it i see the -3 to hit take effect but do not see the +3 damage appear...

is the feat working?

Definitely working. It should show up on the first line of the damage list. So if you're using a longsword and you have 18 strength, it should look like this:

Damage: 1-8 +4 (Critical: 19-20 / x2)
If you have something in the offhand (shield, torch, another weapon).

If you activate power attack it should say the following:

Damage: 1-8 +7 (Critical: 19-20 / x2)

And then if you don't have anything in the offhand, it should be like this:

Damage: 1-8 +6 (Critical: 19-20 / x2)
Without power attack

Damage: 1-8 +12 (Critical: 19-20 / x2)
With power attack.

It should be noted that you can't power attack with light weapons and rapiers.

halfling - using short sword and power attack?
or
gnome - using Rapier and power attack?

not working if you duel weapon if not a half-ling

Power attack works with rapier only if you're a small race without monkey grip feat.
