Elf domain Cat's Grace and Tree Stride

Good day,

The Cat's Grace spell from the Elf Domain is not an available option for the extend spell feat. Is that intentional? I can see it as a level 2 spell, but is not an option under level 3 extend.

Also, Elf gets Tree Stride as a level 4 spell. Would it be possible to get Mark Plant at level 0?
