Random shops

I suggest that the random shop in rockrun should get removed and placed in sshamath. Or remove the 30 diplo check ln the npc.

And take away the only interesting thing in rockrun and make it a ghosttown 
(the diplo-check is a pain yes. But it's manageable with some diploitems and a few tries.)

Rockrun needs a saving breath
