Just wondering if anyone used this feat and confirm if the Dex bonus is the same as making an enemy flat footed.
Trying to find a reliable way outside Hips to land sneak attacks in combat as I've noticed creatures are very sketchy on when they get hit by it. I can sneak attack illithiid in the back some days and score sneaks whilst it fights others And other times it doesn't work even as they ignore me whilst attacking other players. I cannot account for why it sometimes works and other times doesn't so was wondering about this feat and if it would fix the issue until I get HiPs

Chionthar Seagull doesn't allow you to land sneak attacks, and is not designed to. Here are some ways outside HiPS to trigger sneak attacks:
1. Corner kiting - i.e. run around a corner or otherwise break line of sight before entering stealth.
2. Blinding Strike - There is literally zero excuse for a high sneak attack based character to not have this feat.
3. Bombs - I believe dedude's bombs are still in game, though they need to be primed and only stay good for about a week. Also a bit of an expensive way to land sneak attacks at about 140 gold per bomb, but great in a pinch. There are two varieties, the ones that blind allow you to land sneak attacks, the one's that apply grease are great if you need to escape or if you partner with a wizard (iirc the grease effect also applies bonus fire damage against the affected target.)
4. Shield Slam - not a standard, but for STR based / Thug type rogues, this is a great option.
5. Ghost Step - limited times per day, but Phantom, Ghost Faced Killer and (iirc) Whirling Dervish all grant some limited uses of essentially invisibility so that you can use this when HiPS is on cooldown.
6. Weapons - some weapons have on hit: stun or blinding which when they land will apply sneak attacks. I had a Fighter/Mage/Thief type build that used two kukri's that had +2 EB, +1 Fire damage and on hit:blindness 25% DC 14 and can say with one out of every 4 hits requiring a save, even epic mobs roll a '1' enough to make it worthwhile.
All I can think of for now, but for future reference, if you want more advice on this type of thing change the subject. There are plenty of more current/active sneak players that will be able to give advice on landing sneak attacks, but they may not look at your thread since Chionthar Seagull won't make anyone think your actual question/discussion topic is about how to find more ways to land sneak attacks.
