Does this feat mean that if I take 17Ranger/3CS, I can get HIPS everywhere? Or just in surface and underdark world (caves, crypt are excluded?)

It isn't everywhere like assassin or shadow dancer... It's areas flagged as natural caves or something like that.

This has previously been buggy before but might be fixed now. I tried it a year or so ago and it was a little. Not sure how it is now.
