Question on RCR

The RCR bot gives back full xp up to level 10 and, after that, each level adds a 5% penalty up to 50% at level 20 and beyond, but does that count the effective character level or only the class levels? In other words, a level 10 tiefling would get 100% xp back or only 95%, since 10 character level +1 level adjustment = 11?

If I recall correctly when they built this in the RCR bot understands what race is collecting the XP and penalizes accordingly. So a Tiefling receiving XP to get to level 10 receives no penalty, but if the race was human getting the same XP (level 11) would get hit for the 5%.
It'd be better for someone who can look at the code to respond and confirm, but I feel like we had this discussion when the changes were implemented. I want to say Tsidkenu was integral in building it out so maybe they could provide more detail?
