No. and to be fair it shouldn't. You would still use INT for damage, but the bonus NH damage will always come from STR..

That's too bad. Does NH work with ranged weapons? Does combat insight work with ranged weapons?

No for NH and I do not think so for CI... For 'mighty weapons' I am fairly certain CI will not work, but for like brutal throw I have never tested. Northlander Hewing in the very description is all about putting Strength behind your blows, like cocking an axe back to hew a tree. Hard, powerful swings, rather than calculated blows, much less ranged attacks.
