Not Able To Use The Throw Daggers Feat.

Hello all
I have a 5th level Dagger Spell Character Named Wiralo Tinksteel Halfling that Is Missing The Arcane Dagger throw feat that you would get at 4th level. I also notice that the Progression Dagger spell Feat was not given at 1st Level or was it added when you created the toon. Not sure if this will correct it self at 8th level where The Dagger Spell throw feat is used for both left and right hands. Can someone look into this matter. Thank you
