Radger's Quest bugged ?

My lv 19 char. cannot take the Q.
All he gets is "Dum di Dum!" and a "Huh" from Jaspen Mcgee. (No entry in my journal)

This happened to me. When it occurs there is a separate quest giver that asks you to kill Radger instead. You then go to High Hedge and murder the poor little badger to get the reward.
Oddly, you might get one quest one week, then the other when you go back. Alignment or any other character detail does not seem to matter, seems random, but I have only done it twice (got it once each way) so may also rotate.
Either way should probably be looked in to.

These two Q are not exclusive. (As I had done both occasionly.)
I took that other Q a minute later, but the encounter ended as soon as I entered high hedge (as it does most of the time).
BUT as i looked in the journal again, i found now that i actually had an entry: (That i've already found Radger (but he's somehow missing from inventory).)
SO " Duh, sorry for wasting every ones time"
