FYI - you can get a +4 INT helmet from the Thayan merchant in Sshamath.

A +4 headband of Intellect can also be purchased from the magical item store in Candlekeep.

It's bad enough we have +4 ability bonus stuff in limited item configurations.
I'd get rid of all +4 ability items and make +4 AC items have very limited additional abilities. Pretty soon people will be complaining not enough +5 and +6 weapons, boots, shields, etc...
Especially when the bulk of powered up items are being made for builds and classes that already have the most powerful items and the best selections.

What? You mean you don't just save up your adventuring money and purchase a new legendary set of armor and a sword with the world's most powerful enchantments from Bob's Hero Emporium?

Agreed.
As someone who, by virtue of testing a lot of builds, be default ends up doing a lot of loot runs, the epic shop is a kind of equalizer for people who don’t want to play that way.
I don’t think I’d add a bunch of generic +4 items but I would add more variety of stat and/or AC and/or skill items (like many of the belts cloaks and gloves already there) to cater to a larger range of builds.
Also isn’t there a +4 wisdom amulet (some gem or something I forget the name) on the traveling merchant in Beregost?
And +4 strength gloves in the elven village near the high moors?

The playerbase has never had it so good. People should just be thankful the epic shop even got migrated out of Avernus, and into cities. Heck, when I started playing on BG there was a stinking level cap on all gear and weapons(I want it back), now you can just mule that epic shop stuff to your level 1 and power through levels 1 through 15 in a couple days.

Why not going directly on "Low Magic" mode?
It would solve a lot of issues, and enhance the capability of players to find ways to be actually good in builds without asking others
Blank items for everyone! +1 or +2 enhantment at best, if you're lucky!

Some players will
always find a way to level from 1-20 lightning fast, no matter what kind of restrictions you place on items.
Put level limits on items? They will transfer multiple +2 items with extra properties instead of +4, and tons of potions/scrolls/daily use items; they will still level just as fast.
Ban muling? They will mule during the wee hours when no one is online and will never get caught.
The only thing I've ever seen that actually worked was DM-granted XP only after level 20, but that is sure to drive off 1/2 your player base overnight

Honestly why? Explain your reasoning or else the thread will just be "we want more", "we want less" and "no one deserves anything". Happens every time this sort of thread shows up.
The longsword suggestion makes sense (and has an explanation). Or else just remove the existing alignment restrictions. Achieves the same result.

While we're at lowering item enchancements we might as well disable
Greater Magic Weapon and
Magic Vestment as well
