New Area Call - Half & Orc RP

It's quite doable to make a preset or duplicate Map area for a bit of community testing, but how many would actually want to put stock in this?
I love Orcs and I've seen hundreds of them on BGTSCC, but they become shortlived because the server restrictions and space on them is too suffocating.
I am happy to put my own NON-STAFF work and have it uploaded for a trial period, providing Staff will accept this sort of thing.
Please let me know your thoughts.

As a point, most Half-Orcs and other Gray Orcs that are Players, will be playing under Illhavel or Tempus, trying their best to be seen as good or upstanding Citizens, with a few of them favouring Sorcerer or Warlock for a more nuanced Evil variation of what is already an NPC and widely accepted experience.
Could you please tell me why these good or neutral characters would wish to step foot into the land of grim tale fantasy come to life?
Side note, I love Uruk Lurra, I would happily take full control of everything in it and make it a fully functioning Black Orc Assassin's / Raiders Guild, but that is a lonesome interest.
Additionally, it's any wonder the place exists, it's certainly not anyone's idea of Pg13 with how brutal it is, then having to sit there, immersing yourself in the idea you are surrounded by rot, decay, death, blood, screams, murder, sex, and God only knows what other non-PG13 content.
However, counter argument, PG13 Content simply means to moderate the content to the appropriate audiences that you deem fit to view said content.
We are both our own audience and our own kin, so... One would see why the PG13 Rule is a lot harder to enforce and I'll never understand why anyone takes it hardcore at face value.

Half-orcs and orcs can enter Soubar just fine and most of the grey orcs I've met/played with were raiders from Uruk Lurra (with a healthy population at its height), or if neutral/good orcs want a challenge they can aim to change Uruk Lurra. If a new hub is to be made, I anticipate the answer from staff to be "wait until the server split," for better or worse.

As we discussed before, Shadow, whilst that seemed fine, it's now been proven as not fine at all. It's conflicting with DM Plotlines by a large margin.
I thought Uruk Lurra had become a sleeper cell, and thus did not matter.
Yeah... I... Don't see how they're "changing" Uruk Lurra. It's raze it to the ground or failure, to them. You'd just be covering up what once was, instead of torching it for a cleansing.
Oh of course, are you cray-cray? xD
No way it is happening before then.

There's quite a few orc rpers that I have seen that I would like to take the time to give props to, I don't remember the player name but I know his half orc is called Rhaeg, which plays perfectly the conflict of being a half human half orc person in quite a masterful way.
And quite a few others that have warmed my heart too though those are mainly alt characters but still quite nice ones played by LivTempleton and YourBestFriend and a few others I cannot remember off the top of my head.

Uruk Lurra just became extremely quiet as activity dwindled down--it's not a sleeper cell at all. And what DM plotlines is it conflicting with and how?
