Exacting Strike text states Ranger 2 spell but shows up as Ranger 3

I'd like a Dev answer or look at this, please. Should Exacting Strike be a 2nd level Ranger spell as listed? Given that it's a very short duration boon that works only situationally against certain enemies - and allows a rather easy save to reduce the effect, I lean that this fits more as a 2nd level spell than a 3rd. In any case, the listed text and actual spell slot it occupies are conflicting.
