I've noticed that every Male Elven head that I've chosen so far clips with about 80%* of the helmets in BGTSCC, are there any heads that won't clip with helmets/hats and if so which ones?
(I'm not talking about the ears, I don't mind the slight clipping of the ears through helmets, it's the forehead clipping that makes it impossible to wear most helms/hats)
Also is this true for other races or specifically a problem with Elves?

*EDIT: Tested in game, Male Elf head 1 clips with between 46 to 66% of helms (depending how you define 'clips'). Sadly, the helms that it doesn't clip with are either huge horned barbarian helms or full-face covering hockey masks.

Depends on which head models.
Some heads were made by different developers so their dimensions are different/changed. The latest elf face models that I put in should have minimal clipping issues with MOST helmets. Not all helmets are fitted to the elven head. Instead they are just converted over from human. The difference between the human elven head is minimal - maybe about 5-10% chance it wont fit. There are too many helmet models to just go through and redo all of them to fit ALL of the elven heads.
Simply at this point there are too many heads:helmet ratio and vice versa to fix. At least, I don't think anyone will commit the time to fix this since its a time costly. The biggest offender of the mismatched heads to helmets are the Faces of Neverwinter head pack. Sadly, those were made very early on with limited knowledge of the things we know now. If I could, I would delete all of those faces and replace them with newer ones.. but alas, we cannot.
Hopefully face releases in the future will be much more accommodating to this issue as I've fixed them so that ALL human helms and AND hairs will fit snug.

I don't think all headgear would need to be adjusted, maybe just one or two helmets that look uniquely 'Elven' like the Paladin helmet model (helm 34 and its color variants).
