Is there a way to find out what's causing a specific debuff?
Hours ago I got hit by something giving me 'Attack Decreased'. I've tried antidotes, cure disease, resting, healing at a temple, and server resets. Nothing is helping.

It is not a cursed or something. I'm guessing it's something that needs Restoration/Greater Restoration, but I'm still low level (6) and don't even have the UMD ranks to use a scroll.

So is there a way to find out what is going on, or an NPC who can hit me with a full-cleanse?

It sounds like a curse, probably the Curse of Impending blades spell, lesser restore potions work on that. If it's something stronger, you'd need enough UMD to read a remove curse scroll(found in High Hedge and CK... I think).

None of the NPC priests in any of the temples will be able to do anything about it, unfortunately. Restorations and the like have never been available in temples, which is something that has made me scratch my head for years.

Do you have combat expertise activated?

Turns out I had the torch-fighting feat activated. Which was weird since I didn't have a torch equipped. All fixed now though.
