Hm.
According to 3e FR wiki Valkur never had the water domain in PnP: "Air, Chaos, Good, Oceans, Protection, Wrath"
Oceans and Wrath domains are not implemented on BGTSCC so that leaves us with "Air, Chaos, Good, Protection".
Which are the domains Valkur has.
I know Water domain is rather tempting (for easy access to the powerful-feat-I-will-not-mention-here) but I don't think Valkur should get that domain.

Yes, Umberlee would be rather annoyed, as Water is her domain.

Gods can share the same domains. Domains are different from portfolios. And in pnp both Valkur and Umberlee have Ocean domain. Umberlee gets Water in pnp as well, but Valkur doesn't, since his thing is specifically ships and sailors on the ocean rather than the water of the ocean.
I do wonder how much effort it would be to add missing domains, or if that's black boxed.

It is not black boxed because BGTSCC has added many domains over the years.
In the Forgotten Realms Campaign Setting (2001), it has listed for Water Domain: Deities: Auril, Deep Sashelas, Eldath, Isis, Istishia, Sebek, Silvanus, Umberlee.
Faiths and Pantheons (2002) has Valkur with: Air, Chaos, Good, Ocean, Protection
Player's Guide to Faerun (2004) has it as: Deities: Deep Sashelas, Eldath, Isis, Istishia, Sebek, Silvanus, Umberlee.
What is a pity is that Faiths & Avatars (1999) mentions Valkur the Mighty in other Deities listings, but himself is not listed:
"Faerûn has many powers whose portfolios deal with water. Umberlee governs the oceans and ocean storms, Valkur strives to protect those who travel the waves, and Eldath has dominion over pools, springs, and waterfalls. Istishia (Is-TISH-ee-ah) is more abstract than all these deities. He represents water, but not any specific formation or body of water"

I am surprise Selune does not have the Sun, Magic and Water/Ocean domain considering she effects all this being a moon goddess. (And creature of the original Sun)
Ocean and water are same thing in my opinion, but I am probably get a earful on they are not.

If we were to implement the ocean domain, spell-wise:
We have some, but not all of the listed spells. Namely: Maestorm.
We could substitute the level 8 wizard spell, Whirlwind (?) that does an AoE knockdown, then summons a swarm of water elementals in its stead.
Ocean domain does not appear to posses any mechanically relevant abilities. It grants the ability to breathe underwater temporarily.
Perhaps that could be represented by immunity to the Drown spell? (Would say Mass Drown too, but would be useless as that one is an AoE spell and immunities don't work that way)

Whirlpool, and yes, that would be appropriate for replacing Maelstrom.

I believe there are plans in the works to make that relevant.
What I wouldn't want to see is more domains that are overused for utility. Water being one of them.

As someone who has Fighter/Rogue/Weapon Master/Divine Champion, evasion only provides to two things: Ability to avoid guaratneed high damage on a successful save throw and expose weakness. Considering they are hundreds of spells (and traps) that do damage WHILE IGNORING EVASION OR REQUIRE A SAVE THROW AT ALL, having evasion is not all that cracked up to be.

And yes, I wear mithril chainmail rather than the traditional mithril fullplate since the evasion was made to the be like the pnp version and consider saving items are rare, it's hard to utility evasion in any real effective way.
As I said about a build where I used Fig/Rog/AK/WM, I was still getting killed because despite a 42 SR and evasion, not all spellcasters use spells that required a save throw, but that was the least of my character's problems.

So the question about water domain is purely RP based? Thats cool. Im sure the ocean one, being lore appropriate, will get figured to fill that RP need.

Yes, it is. It's not that I want to play a Valkur character, but I notice a handful of character should have certain domains, not just Valkur.

The problem here is STILL that Valkur has never had Water Domain in any source books.
Other missing Domains require a gifted Scripter wanting to take on the project.
