It's the first thing I do when I see a PC I have not seen before or if I have not checked in a while.

I will check out normal examine and then conditional examine on every new PC I am interacting with. I generally don't read whole descriptions unless it's a character I interact with over a long period/regularly, but I will usually read conditionals as those might be relevant to my character's perception of that PC.
I really love Conditional Examine. It's such a good system.
As for how to use it, check out this post.
As for what ideas? Common ones are Spot and Listen for any special factors other PCs could pick up on. Sense Motive is also a good one for helping other players read your character's common mannerisms. Personally I also do Lore: Religion if my character is wearing religious symbols, Lore: Arcana/Spellcraft to identify magical materials, Spirit Shaman to tell shamans what kind of spiritual information they can garner by looking at my PC, other classes with skills that are likely to detect something (classes with Detect Magic, Paladin Detect Evil, Warlock patrons), Lore: Local for what local rumors or info might be known about my character by people living in the region (with higher DCs for information about my character that comes from longer distances), and Lore: Geography for being able to piece together where my character might be from according to their appearance and accent.
Then of course I also have DM information. Not for full background info or every plot hook my character has, but rather for specific information that pertains to what local factions my character has worked for, what local NPCs might know about my character, or stuff my character has done that a DM needs to know for maintaining setting consistency.

I'll be honest with you, I don't use it and I never remember to use it on others unless there is a disclaimer to use it on their normal examine.
I like the system but I never find the will to sit down and actually set it up.

Exactly that. I check it on every single PC I meet that I interact with, and I have my own quite fleshed out as well. I love giving skill and ability related hooks and hints and I think conditional examine overall is just the bee's knees!
I do have my fingers crossed there'll be language condition, too, one day. "You notice this writing means..."

About the DM, obviously I don't speak in their name, but I did ask that question before. Here's what I've been told.

I read the normal examine of pretty much every PC I interact with. I only check the conditional examine if the normal examine tells me to.
I like the examine, normal and conditional. I make sure to have a description for my PCs and it irks me when others, who've played their PCs for a while, don't have anything written at all! I don't think I've ever made a conditional examine as I got too frustrated in an attempt at writing one... I might give it another shot, seeing some of the ideas here in what to include in it.

I click examine and conditionals very often, sometimes daily.
A lot of players I play with always add remove or update things there to reflect RP.

I do this exact thing. I check normal first, then conditional. I am always a little disappointed when I see a player without any sort of examine text. As for concerns about metagaming, is it something another character would notice given the right skill checks? Then it's not metagaming, it is a plot hook

I like it, even though I have been too lazy and frustrated to use it until recently (and its blank right now as I fiddle with things).
I really appreciate the people that put in the effort to enter something, whether it is the regular examine or the conditional one, either one allows a more immersive experience in RP. So many things arent easily communicated with what-you-see-is-what-you-get.
I kinda doubt DMs read them all that often, though. Maybe? When they are tooling around and not in the middle of something, I suppose. Someone that has a DM note, put in "//Please let me know if you see this, for science" and report back on how it goes.
