"Normal Speed" feat not working for pure monks

When unencumbered, activating the "Normal Speed" feat does not let a pure monk move at a normal speed. You just see a number in the combat log: 1.759999990. But a pure monk still walks and runs at max monk speed.
The feat only does anything when a pure monk is under heavy encumbrance. But it is still pretty borked.
Under heavy encumbrance, if you
1) activate "Normal Speed," and then
2) toggle search mode on, off, and then on again,
the pure monk will walk at NPC speed. So even then, it's not "normal" speed; it's actually even slower. (Toggling search mode on just once won't do anything.)
I thought maybe it was just a bug with Mi-Le, but I created a test toon, and I think this applies to any pure monk.
BTW, "Normal Speed" works fine with multi-classed monks.
Edit: This is NOT a server split bug. This has been happening for over a year now. I'm just reporting it now because I used 100% RCR to make a test character to make sure it wasn't just Mi-Le.
